The option of dialogue between Iran and the United States should be weighed in light of their readiness to offer concessions because diplomacy is a matter of give-and-take, a political analyst said.
"There are many people who support negotiating with the US without preconditions and assume that a photo-op with [US President Donald] Trump or engaging in talks with the US can resolve the country's economic problems under the situation where the Americans have exhausted the sanctions options," Hadi Mohammadi also wrote in a recent article published by the Iranian Diplomacy website.
The analyst says readiness to give concessions makes dialogue possible so the option of holding talks with the US administration should be studied from a "realistic" viewpoint, without any "prejudice" and based on the fundamental principles of diplomacy.
"Imagine Iran declaring that it is ready to sit at the negotiation table with the US. What will be the agenda? What concessions should we made in return for the lifting of each set of sanctions?"
Tehran welcomes the Saudi crown prince's willingness to settle political conflicts with Iran through dialogue, the top Iranian lawmaker said.
The Research Institute of Petroleum Industry has plans to improve the quality of gasoline and diesel by reducing sulfur content, head of the RIPI said.
“In addition to the regular technology for removing sulfur, we have done research and developed new technology that can significantly reduce sulfur,” ISNA quoted Jaffar Tofiqi as saying.
Sulfur is a natural component in crude oil that is present in gasoline and diesel unless removed. Reducing sulfur in gasoline enables advanced emission controls and reduces air pollution.
“A plan is in place to design and set up a sulfur recovery unit in Ilam Petrochemical Complex, which will have a definite role in reducing sulfur in gasoline and diesel,” Tofiqi noted.
Saudi Arabia lost its position as the largest crude oil supplier to Japan in August as relatively expensive heavy-end crude grades prompted refiners to seek lighter Abu Dhabi crudes during the trading cycle.
The Plan and Budget Organization of Iran will submit the budget plan of state-run companies in the next fiscal year (March 2020-21) to the parliament on Nov. 6 and that of government public spending a month later, on Dec. 6, said the head of PBO, Mohammad Baqer Nobakht.
Noting that several key reforms will be introduced in next year’s budget, Nobakht said, “For the first time, oil revenues will not be used to fund the government’s current expenditure; they will be committed to development projects only. Other resources will be identified to address needs related to running the government."

The Second Iran Non-Ferrous Industries Market and Related Technologies Conference and Expo was hosted by Donya-e-Eqtesad Media Group, the Financial Tribune's parent company, at Tehran's IRIB Conference Center on Tuesday.

"The lack of a national roadmap that can act as a guide and a foundation for long-term policymaking for non-ferrous industries has been identified as a fundamental obstacle. But the more important issue to solve this shortcoming is the different approaches of the authorities, policymakers, experts and active players of this industry about the challenges facing this industry. This has made it difficult to reach a common understanding about the features of a roadmap," he added.
According to Bakhtiari, more than 50 firms, associations, specialized organizations, experts and senior managers in non-ferrous industries have attended the conference, apart from foreign experts from European and Asian countries.

During the calendar month to June 22, total deposits with banks and credit institutions reached 21,765 trillion rials ($190.09 billion), up 26.6% year-on-year.
Total deposits grew 5.3% compared to end of the last fiscal year when overall value of deposits was 20,673 trillion rials ($180.55 billion), the Central Bank of Iran said in a report released on its website.
The report covers deposits both in rial and foreign currency.
Tehran Province topped the list of provinces with the highest deposits -- a total of 11,813.7 trillion rials ($103.17 billion). This accounted for 54.27% of the deposits.
Next was Isfahan Province with 1,134.22 trillion rials ($9.90 billion) and Khorasan Razavi Province with 1,001.44 trillion rials ($8.7 billion).
Expansion of technological ties with developed countries has been high on the Iranian government’s agenda, because of which ties have been forged with Sweden and Japan.
Modares Environmental Research Center, affiliated to Tarbiat Modares University in Tehran, recently signed a research and development agreement with Ekocentrum, a human ecology center located in Gothenburg, Sweden.

W3Techs says, “Our visitors often compare the use of Persian with Arabic … Data show that Arabic is used by 0.7% of all websites whose content language is known.”
As Iranians’ access to speedy internet services grow, their online presence has also expanded.
Research conducted by Yazd University for the Majlis Research Center shows that climate change will convert semi-arid regions in the central plateau to arid zones and water shortages in both areas will exacerbate sooner than had been expected.
"The survey highlights the fact that because agriculture accounts for the main share of water consumption, the limited resources cannot be managed efficiently until comprehensive studies are carried out to clearly understand how much water is used for producing certain crops. Under present conditions planting water-intensive crops (rice and wheat) will further diminish water resources and result in colossal damage," ISNA reported.
According to the report, an estimated 8 billion cubic meters of water was consumed in Iran to produce food, namely wheat, in 2011 and the figure has been rising over the past decade. Serious concerns about water shortages have led to developing new concepts like virtual water, a universally accepted water saving method, which seemingly has not yet been taken seriously by policymakers in Tehran.
