Iran's new step to further downgrade its commitments toward the 2015 nuclear deal was a muted message to Europe while Tehran should have sent a strong warning to the United States, says a senior lawmaker, who believes the pressure that prompted the Europeans to act to save the agreement should not be eased.
"I believe the new step was a little conservative and cautious," Heshmatollah Falahatpisheh, a member of Majlis National Security and Foreign Policy Commission, told the Iranian Diplomacy website in a recent interview.
President Hassan Rouhani said on Wednesday that Iran will abandon restrictions on nuclear research and development, including on the advancement of centrifuges used to enrich uranium, as the next step toward reducing compliance with the nuclear accord in retaliation for US sanctions reimposed on Tehran.
Iran has started operating advanced centrifuges to increase its stockpile of enriched uranium, a senior official announced on Saturday, reiterating that the country's decision to reduce compliance with the 2015 nuclear deal is "reversible" if other parties fulfill their promises.
A conference was held last week at the Iran Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA) in Mashhad to discuss the root causes of rising water tensions, consequences and strategies to address the thorny problem.
ICCIMA says to address the chronic water problems policymakers should not only focus on the issue of virtual water and water resources and economics — that address the financial dimensions of water management— but also propose workable and improved farming methods, Tehran-based Persian-language economic newspaper Donya-e-Eqtesad reported.
Addressing the conference, Gholam Hossein Shafei, the ICCIMA chief said, "Water scarcity is largely a product of poor management of [underground] water resources and imprudent consumption.”
Russian gas exports to Turkey and eight other southeast European nations fell by more than a quarter in the first half of 2019 as cheaper liquefied natural gas and new Azeri supplies helped the region reduce reliance on Russia.
Wastage in Tehran's power grid was reduced from 3.2% to 2% last February, managing director of Tehran Regional Electric Company said.
“With effective measures we have been able to spend peak summertime this year with the minimum blackout,” the Energy Ministry news portal Paven quoted Gholamreza Khoshkholq as saying.
Current wastage rate is near acceptable international levels and compatible with electric transmission network loss in developed countries, he said.
The long-awaited reduction is the result of technical and non-technical measures, namely fighting illegal electricity use, renovating the network and replacing aerial bundle cables with conventional bare conductors.
Iran’s non-oil trade with other countries during the one-month period ending Aug. 22, which marks the end of the fifth Iranian month (Aug. 22), stood at $6.6 billion, indicating a decline of 10.7% compared with the same month of last year.
Non-oil exports amounted to $3.2 billion for the month, indicating a rise of 3.2% month-on-month, but a decline of 16% year-on-year.

The Ministry of Industries, Mining and Trade has proposed a levy of 25% customs duty on iron ore export.
According to director general of the ministry's Mineral Industries Office, Seifollah Amiri, the proposal has been sent by Industries Minister Reza Rahmani to the Cabinet for approval.
If approved, the new duties will come into effect on Sept. 23, the ministry's news service Shata reported.
The proposed duty is aimed at preventing the export of unprocessed minerals, generating more value-added and fulfilling the needs of domestic producers.
“With this decision, the sale of unprocessed iron ores will fall under 5 million tons [annually],” Amiri said.
A total of 17 million tons of iron ore were exported from Iran in the last fiscal year (March 2018-19), figures released by the Iranian Mines and Mining Industries Development and Renovation Organization show.
The Export Price Index, an indicator measuring the overall change in prices of exported goods and services, (using the year ending March 2012 as a base year), stood at 441.4 in Iran for the first quarter of the current Iranian year (March 21-June 21) in rial terms, registering a 13.6% increase compared with the previous quarter and a 95.1% rise compared with the same quarter of last year.
According to data released by the Statistical Center of Iran, the average EPI during the four quarters ending June 21 witnessed a 78.4% growth year-on-year.
The three-month period also saw EPI stand at 140.2 in dollar terms, registering a 0.1% increase quarter-on-quarter and a rise of 12.7% year-on-year.

In a directive to banks and credit institutions, the Central Bank of Iran has warned that lenders would be held responsible for any loss resulting from their negligence to activate disposable debit card passwords.
“Failure to activate the dynamic debit card passwords is tantamount to breach and lenders will be liable to compensate for any loss incurred on customers”, says the directive published by IRNA.
The warning comes after lenders ignored previous deadlines to activate one-time passwords service on their customers’ debit cards.
The plan to merge five military-affiliated banks and credit institutions has entered the next phase after majority ownership of the merging entities was transferred to state-run Bank Sepah, CEO of the bank said.
Mohammad Kazem Choqazardi said the merging process is progressing as planned, pointing to the ownership transfer as the main phase of the major merger.
“About 70% of the merged banks’ shares have been transferred to Bank Sepah and the bank now owns the main portion of shares”, ISNA quoted him as saying.
“Transferring ownership shares of merging banks to Bank Sepah was the key issue as this would enable the bank to enforce its ownership right and managerial role,” he said.
According to media reports, people hold 1.13 million small shares of the merged lenders.

Prospects for the stock market in light of non-stop rallies in recent days have become a topic of heated debate among capital market analysts.
While a group of analysts cast doubt on the likelihood of the upbeat trend to continue in the coming weeks, others are more positive about stock market outlook, according to Donyaye Bourse website.
In an ambitious initiative to provide Tehran’s residents with extensive and decent transportation services, four new lines have been designed for expanding the capital city’s subway network.
Tehran Municipality announced that in collaboration with a French engineering and consulting group and the Iranian engineering group Gueno, four additional lines have been mapped for Tehran Subway.
Currently, the capital's subway stretches over 220 kilometers and comprises seven lines (1 to 7) with nearly 120 stations. Line 6 and 7 are yet to become fully operational. The operating lines move through diagonal paths, connecting north to south and west to east of the city, all crossing the central parts.
TM says the new lines (8 to 11) have been designed to cover the areas not covered by the metro network so far.
