The administration’s efforts to raise funds for implementation of capital projects have been “dissatisfactory,” Mohammad Hossein Farhangi, member of the parliament’s board of directors, stated. The lawmaker criticized the government for its failure in completing capital projects in time, saying that “the issue has been widely criticized even by the speaker.” “Several projects started without a precise consideration of financial resources,” ICANA quoted the lawmaker as saying.  He also added that under the current budget law, provincial authorities had to help provide finances for some capital problems. “However, the financing process seems to have delayed due to the lengthy bureaucratic procedure.”  One solution provided by the parliament is for the government to auction unfinished development projects to the private sector, the lawmaker said.
