The Bank of Japan cut its view of one of the nation’s nine regional economies Monday, the first downgrade to any region since Gov. Haruhiko Kuroda took office in the spring of 2013. In its once-a-quarter report on regional economies, known as the “sakura” report, the BOJ lowered its assessment of the economy of the Tohoku area in the northern part of Japan’s main island of Honshu.
