Azerbaijan Says Rehauling Tax Administration System

Azerbaijan’s tax policy contributes to strengthening the economy and ensuring the economic security of the country. This statement was made by head of the Parliamentary Economic Policy Committee, Ziyad Samadzade, on the sidelines of the scientific and practical conference titled “The role of tax policy in continuous development of Azerbaijan” in Shamakhi, Azernews reported.

He told journalists that in recent years the tax ministry has been working hard to improve the tax administration system.

“Furthermore, the latest information technologies are being applied in the tax system, and they contribute to the timely collection of tax payments, which play a significant role in the formation of budget revenues,” Samadzade noted.

He also said today Azerbaijan is focusing on an innovative economy, and it is necessary to further improve the tax system to achieve this goal.

 Tax System

National tax system has passed a thorough process of modernization since technological base of the tax system was established. The system has a wide range of technical capabilities. Today, the country’s tax system offers taxpayers most of tax services used in the most advanced countries, he said.

According to the World Bank, Azerbaijan is on the list of 12 leading countries in terms of the successful use of an electronic registration system of taxpayers.

The tax ministry provides Azerbaijani population with 59 types of electronic services, which is the widest range of e-services delivered by state agencies. There are 481 e-services of government agencies in Azerbaijan, 320 of them are integrated into the portal of “electronic government”.

Today, the businessmen in Azerbaijan can fulfill all obligations on the Internet without visiting the tax authority. Filing of tax returns, fulfillment of tax obligations and all of the processes that connect users with the tax authority is done through an electronic system. Approximately 90 percent of taxpayers impose tax returns in electronic form.

Innovative achievements have improved the VAT administration. Some of its functions are application of the VAT deposit account, electronic tax invoices, integration with the banks in the real-time, application of remote transmission in the cash registers, provision of a system of electronic correspondence between the tax authorities and taxpayers and application of the system of electronic payment of taxes.

Azerbaijan also intends to continue the new tax policy in the future. The country plans to establish a tax ombudsman institute and institutions for private tax consultation in the near future.
