Since the Tehran Municipality’s next year draft budget (beginning March 21) is being discussed in the Tehran City Council (TCC), more open sessions are being held to speed the process. Speaker Mehdi Chamran quoted by ISNA said all TCC meetings are held in the open unless it is deemed necessary to conduct a closed session, which has so far only happened once during the life of the present council.
