Since the road construction project through Jangale-Abr (Cloud Forest) is not based on any scientific and environmental studies, the Forests, Range and Watershed Management Organization (FRWO) is opposed to the plan. Deputy Head at FRWO Behzad Angooraj quoted by ILNA said the road will pass through a vulnerable part of the forest, adding that the hills and slopes of the forest make the project all the more infeasible. Jangal-e Abr is one of the oldest and most beautiful forests in Iran and is located near Shahroud in Semnan Province.
