Population growth rate is below zero in the capital, while it is growing by 4.7% in the suburbs and outlying areas in Tehran Province, said Tehran Mayor Mohammad Qalibaf on Sunday. “Outlying areas are where the problems (of social harm and hygiene) arise due to population density and lack of basic services. Policies are necessary to decentralize facilities in Tehran city,” he said at a session of the Majlis (parliament) Councils and Internal Affairs Commission, Saat24 news website reported. The session was held to review the problems in the fifth (2011-2016) and the next (2016-2021) five-year economic development plans regarding urban planning and management.
