The State Welfare Organization is liaising with the National Organization for Civil Registration to issue birth certificates and ID cards for children under its coverage. “There are two groups of kids under SWO coverage; the first are those abandoned by their parents at birth and have no legal guardians, and the second include those with negligent parents or guardians who have been placed in SWO custody by the Judiciary. The latter do not have birth certificates and are given an ‘unofficial identity document’,” said SWO Head Anoushiravan Mohseni Bandpei. There are about 9,000 children (under the age of 18) in 600 orphanages under the SWO across the country. Bandpei said without a birth certificate they are not entitled to health insurance, IRNA reported.
