The police chief says promoting civil rights of all people is a priority for the police and improving the conditions of jails and prisons is among them. General Esmail Ahmadi Moghaddam said in the past two years, there were coordinated efforts to improve conditions inside police detention centers and to establish a more effective penal system, ISNA reported.
