President Hassan Rouhani underlined the important role of city councils as a basic component of governments that promote "religious democracy".

"Councils, which are institutions elected by the people's vote, have a special place in the international community, particularly in the Islamic Iran where they have their roots in Islamic beliefs, Qur'anic teachings and the lifestyle of Prophet Muhammad [PBUH]," he was quoted as saying by IRNA.

Rouhani was addressing the First World Conference of Mayors and Councilors themed "municipal management" in Tehran on Wednesday.

He said the use of the latest computer technology by governments can help address corruption.

"The use of electronic equipment and online facilities is key to effective municipal management … In the affairs that are managed online, there are fewer breeding grounds for corruption," he said.

"Corruption cannot be successfully curbed only by giving advice, passing rules or even applying penalties. Its underlying causes should be addressed. One way … is to use cyberspace and electronic technology."

Rouhani noted that in recent years, advanced communications technologies have created deeper affinity between cultures, adding that this could greatly contribute to the anti-corruption campaign across the world.
