Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei called on the Iranian parliament to cooperate and act synergically with other branches of power, especially the government, instead of engaging in rivalry. 
“The correct approach is that of closeness, being complementary and seeing the whole system as a single body,” he said in a meeting with parliament speaker and lawmakers on Wednesday, Leader.ir reported. 
A hostile approach, in which the sides view each other as rivals that need to be beaten, would be “dangerous and problematic”, either adopted by the Majlis or the government, he added. 
The Leader hailed the position of parliament and its lawmaking capacity, underlining the vital importance of laws in creating stability, making the future predictable and making it possible for authorities to devise plans. 
“General policies, which have capacities for all management styles and preferences, determine the direction, while lawmaking specifies paths to move along that direction,” he said. 
The general policies of the Islamic Republic have set down requirements for lawmaking, according to the Leader, including clarity, not being open to different interpretations and reliance on expert work. 
“A good law must be applicable, otherwise, it will resemble an impractical desire or objective,” he said. 
Avoiding repeated changes of laws or making contradictory ones were among other requirements that the Leader pointed out. 
The parliament should also prevent multiplicity of laws as it can lead to uncertainty and create loopholes, according to Ayatollah Khamenei. 
The Leader advised against making laws for the benefit of a certain person or group, as well as coming under the influence of propaganda when setting rules. 
Factional reservations should not replace prudence and righteousness in the process of lawmaking, he said. 
The Leader asked the Majlis to be careful enough, but only reasonably strict with regard to the approval of proposed ministers, so that the ministries will not remain without an official caretaker. 
Moreover, if violations within the parliament can be addressed though relevant organizations, they should not be publicized, he said, stressing the need for honesty in cases which require publicization. 

 

Final Year 

The Leader praised the current legislature for its proper identification of the country’s problems and making laws to address them. 
“The strategic law for the removal of sanctions was an important and fundamental directive that saved the country from bewilderment in the nuclear issue,” he said, referring to a law passed in December 2020 that outlined Iran’s countermeasures against illegal sanctions imposed by the United States after its withdrawal from the 2015 nuclear deal. 
Pointing to the end of term of the current parliamentarians this year, he advised them to work without regard to whether or not they will be reelected. 
He emphasized the need for the conclusion of great projects of the Majlis in the final year, such as reviewing the seventh development plan, finalizing bills, pursuing the motto of the year [inflation control, growth in production] and curing the defects. 
“You entered the Majlis with honor, may you leave it with honor as well,” he told the legislators. 
Parliamentary elections are held in Iran every four years and the upcoming polls are scheduled to take place in March 2024. 
Before the Leader’s speech, Parliament Speaker Mohammad Baqer Qalibaf presented a report of the Majlis’ performance during its eleventh round.
