President Ebrahim Raisi highlighted the need to reform and attune the country’s administrative system as part of the missions of a government that has high aspirations for transformation. 
He made the remarks in a meeting with managers of the Administrative and Recruitment Affairs Organization, which he visited on Monday as part of a wider campaign of monitoring executive bodies, President.ir reported.
Raisi described revision of procedures as a main requirement of reform in the administrative system. 
In all stages of administrative reform, the principles must be technically rich and defendable, while there must also be practical will for their implementation, according to the president. 
He instructed the ARAO to offer best quality services to the people at the smallest possible costs, ensure the system is corruption-free, create order in the organization and consider people’s views in the mechanism for evaluating the performance of executive bodies. 
Addressing the over-recruitment of human force in certain organizations, employing the elite in executive bodies and ensuring fair payment were among other tasks the president assigned to the ARAO. 

 

 

Offence Prevention

Raisi later pointed to the law on investigating administrative violations, describing it as one the most efficient rules in the country. 
“Members of the high commission for monitoring administrative violations have a duty to implement the explicit text of this law and punish any breach without leniency to prevent offence in executive bodies from developing into crime,” he said. 
The president also pointed to the law on promoting probity in the administrative system, urging the ARAO to fully implement it. 
He also called on the organization to identify the breeding grounds for corruption and work toward eliminating them in cooperation with the Ministry of Information and Communication Technology.   
Highlighting the importance of the state management training center, Raisi said education is a necessity in administrative bodies. 
“Administrative employees at all management levels need to constantly receive training about bylaws, guidelines, rules and instances of offence, as well as correct analysis of the society’s issues of the day,” he said. 
The president also said the ARAO needs to pay equal attention to both administrative and recruitment sections. 
“Further activity of the administrative sections will certainly lead to better efficiency and will resolve many of the country’s problems.” 
Before the president’s address, a group of managers of the hosting organization presented a report of the body’s performance in relation to their main missions, including reform in the government’s macro-structure and human capital, electronic governance and developing smart systems based on three principles of justice, efficiency and people-based quality. 
The Monday meeting was the first visit by a president to the Administrative and Recruitment Affairs Organization.
