President Hassan Rouhani said Iran will not give in to the United States’ demands regarding strict compliance with the 2015 nuclear deal as long as Washington refuses to fully meet its own obligations under the multinational agreement. 
Speaking in a regular Cabinet meeting on Wednesday, Rouhani said Iran’s response to the incoming administration of President-elect Joe Biden about the deal would be “clear and simple”.   
“If … Biden says that America … intends to return to the path of law and live up to its commitments, … we will say if you meet all your commitments, we will meet ours,” he said.
Iran has suspended its commitments under the nuclear deal, formally called the Joint Comprehensive Plan of Action, in response to the US unilateral exit and reinstatement of tough sanctions that have jeopardized Tehran’s interests, after European parties also failed to compensate for the economic damage.  
It has announced, however, that all measures would be immediately reversed as soon as the promised benefits are restored, whether through the remaining parties’ countermeasures or the lifting of US sanctions.
Biden has vowed to rejoin the deal once Iran resumes strict compliance while Iran maintains that the US should lift all its sanctions first.
“If you don’t fulfill [your obligations], we will not give in to your demand,” Rouhani said.  
The president added that the US adherence to its commitments would not be a favor to Iran, but only an end to the acts it was committing against the law.
By reimposing a series of sweeping sanctions on Tehran, the US has violated not only JCPOA, but also the United Nations Security Council Resolution 2231 that endorsed the agreement. 

 

 

Latest Remedial Measure 

In its latest move away from the deal, Iran resumed enriching uranium to pre-JCPOA level of 20% purity on Monday, going past the deal’s 3.67% cap and the previous 4.5% level it had reached in 2019 in its first set of remedial measures.
The enrichment project was carried out in accordance with a recent parliamentary law, dubbed “Strategic Action Plan to Counter Sanctions and Protect the Nations Rights”. 
It was passed after the assassination of top Iranian nuclear scientist in November and requires the government to further exceed JCPOA limits, unless the deal’s participants act on their promises. 
“While Iran has resumed 20% enrichment, we have reiterated that all nuclear steps will be reversed upon the full implementation of JCPOA commitments by all,” Iran’s Permanent Representative to the UN Majid Takht-Ravanchi said on Twitter on Tuesday. 
He also noted that the Iranian government is focused on harnessing domestic capabilities to neutralize illegal US sanctions.
The 20%-purity material is needed as fuel in Tehran Research Reactor for producing radiopharmaceuticals. 
Under JCPOA, Iran was to make a request for the purchase of the needed enriched uranium two years before its stockpiles run out, but is now producing and accumulating the material domestically although it has enough reserves for the next three to four years.
