Construction permits will no longer be issued for new shopping centers in District 1 of Tehran Municipality, the mayor of the district said. “The mushrooming shopping malls in the recent past with no regard for social issues and demands of the locals of Shemiranat County have led to the problem of traffic congestions in the neighborhood,” Habibollah Tajik-Esmaeili was also quoted as saying by IRNA. The metropolis of Tehran is divided into 22 municipal districts, each with its own administrative center. District 1 is located in the northernmost part of Tehran. It is located on the heights of Tehran in a district spread over 210 square kilometers.
