EU finance ministers looked set Friday to allow Britain to pay in installments the 2.1b euro surcharge after London flatly refused Brussels to settle the bill by December 1, AFP reported. The proposal has been introduced by Italy, which holds the rotating EU presidency, and would also help the Netherlands which has a 642m euro bill.
