"Aparat" Top Video-Sharing Outlet, "Namasha" Lowest in Users Ranking

Rubika (Rubino section) has been removed from the overall evaluation due to lack of authorization in the content evaluation section

Iran’s Digital Media Regulatory Authority, known by its Persian acronym Satra, has released a report on the content evaluation and ranking of user-centric media.

Monitoring the performance of audiovisual media in cyberspace is one of the important tasks of Satra. It states that continuous, scientific and systematic evaluations of all-inclusive media in the virtual media within the legal framework, taking into account the quantitative breadth and diversity of content, are necessary.

The report on "User-Centric Media Evaluation" has three main sections, entitled "What is User-Centered Media and Regulatory Interventions", "Content and Service Evaluation in User-Centric Media" and "Namasha’s Licensing Review", Ebinews reported.

Each of these main sections contains explanations and details of how Satra works, based on which "Namasha" is the lowest-rated user-centric media outlet that has been evaluated in a separate report.

According to the report, content evaluation of user-centric media includes topics such as platform responsibilities, comprehensive evaluation model and process (for detecting violations and enforcement methods), as well as output and policy proposals to improve user-centric media. 

Also, evaluation of advertisements, violations and ranking are among the topics reviewed from a service perspective.

In this regard, 13 user-centric media licensed by “MP4", "Armaghan Rahe Talaei", "Aparat", "Tamasha", "Dalfak", "Didestan", "RushTV", "Ifilo", "Mehr", "Namayesh", "Namasha", "Vidaneh" and "Uoozet" have been evaluated, while "Rubika" (Rubino section) has only been evaluated in terms of content.

In the content evaluation section, according to the discussion of the priority of content over service in the pervasive media market, only six active media players with a high number of users have been evaluated. 

In the service evaluation section, media outlets licensed by Satra are evaluated; in the general evaluation section, five common media in both content and service evaluations are examined and Rubika (Rubino section) has been removed from the overall evaluation due to lack of authorization.

In assessing the "frequency of content violations in user-centric media", six user-centric media "Aparat", "Dalfak", "Tamasha", "Namayesh", "Rubika" (Rubino section) and "Namasha" were evaluated. "Aparat" had the lowest number of violations and "Namasha" had the highest.

Also, in the evaluation of the "final negative score of user-centric media", "Aparat", "Dalfak", "Tamasha", "Namayesh", "Rubika" (Rubino section) and "Namasha" were examined, as a result of which "Aparat" had the lowest negative score and "Namasha" had the highest negative score.

In terms of service perspective, 13 user-centric media were ranked, with "Aparat" in first place and "Armaghan Rahe Talaei" at the bottom of the table at 13th position.

The general and final conclusion of this report in the section "Results of evaluation (content and service) and ranking of user-centered media", which featured "Aparat", "Dalfak", "Tamasha", "Namayesh" and "Namasha", "Aparat" ranked first and "Namasha" ranked last.

According to the report, user-centric media allow users to upload, share and present audiovisual content to the public. Their monitoring tool is to organize the content automatically, manually, or algorithmically.

These media are based on electronic communications networks and their main function is to share video with the public. 

User-centric media also allow users to upload content, so the risk of uploading and publishing inappropriate content is high. Therefore, it is necessary for the media to pay attention to improving the competence of a priori content, along with trying to review the published content a posteriori.

User-centric media are classified into six types, namely audiovisual content sharing platform, social network, value-added sharing platform, intermediaries and aggregators, content pool and super application.

A total of 71 user-centric media operating in the country have been placed in two divisions vis-a-vis Satra (unregistered, indefinite license applicant, indefinite license holder, definitive license applicant and foreign platform) and 36 shared audiovisual content, 19 intermediaries and media content aggregators, 11 social audiovisual media, 3 super applications media (media platforms), one pool media content and an added value sharing platform were evaluated.

Aparat is an Iranian video-sharing service that began tentatively on February 2011 and officially two months later on April 13, 2011. The service, as well as Cloob and Mihanblog websites, have been launched by Saba Idea Tech Company (Saba Idea). Aparat was selected as the best film sharing website in 2011.

Satra was established after Leader of Islamic Revolution Ayatollah Seyyed Ali Khamenei called on authorities to regulate cyberspace and content distribution on the web.
